Judith Lacey is from the Outside. She is an associate member of the Guild of Magic, Master Level, and her principle membership is with the Guild of Clerks at Master Level. She used to sit on Guild Council, but retired that seat on her appointment as Chancellor of the Imperial Treasury. The Emperor made her a Marquise on her appointment.
